The Fort Thompson Lane Park and Campground Project

A new Plan to Build a Park and Campground is being considered by Deschutes County.

 Deschutes County commissioners discussed and agreed Wednesday March 5th 2024 to consider applying for a state parks grant that would fund design and planning for a proposed campground and RV park north of Bend that also could be home to 10 miles of trails, 100+ campsites, and large play fields for children. 


There have been two dates (June 5th and June 12th)  that the Huns have spoken to the commissioners that include over 10 of our neighbors speaking and several asking in written form questions about the viability of this initiative.  KZTV also covered the June 5th meeting. 


A public community conversation about campground opportunities in the County has been set for July 30th at 5:30 PM -8:00 PM. It will be held at 1300 NW Wall Street in Bend in the Barnes Sawyer Room. See the new post in History. 

The PaHlisch Master Plan Interface with Hunnell Road

A new Master Plan from Pahlisch Called "Caraway"

The master plan submitted to the city will impact the way Hunnell enters into the city.

A new city Roundabout will interface Hunnell and Cooley Road.  The city has not yet approved this plan. See the graphic at the right for additional details. The initial interface to Caraway will involve Grandview and Clausen (See graphic above). These graphics are subject to change. The expected number of units in the Caraway project will exceed 500.

Confirmation of Project Components

In January 2023 Michel Bayard, president of the Hunnell United Neighbors, sent Chris Doty, the County Road Director, an email to address questions/concerns on the Hunnell Road Project. One day later Chris answered that e-mail. (see that email exchange here). We were very pleased to see all our negotiated elements are in the road project bid contract, including reduced speed from Sunbeam north to Tumalo road.

Schedule Detailed

The project started with the selection of the construction contract bidder. Febuary 2023 now defines the start of this multi-month project

If you live on Hunnell this is the detail of what is happening, and you should review it. Please understand also that you can 'blow up' each page to see the detail. 

Tree Removal Process and Contacts

Michel Bayard, president of the Hunnell United Neighbors, confirmed with Chris Doty, the County Road Director, that the following is the process that will be followed for tree removal during the Hunnell Road construction process. 

1. Contractor determines which trees to cut.

2- Contractor marks the trees to be cut.

3- Contractor or the county notifies the property owner whose trees will be cut.

4- Property owners disagreeing which trees need to be cut will contact the county to resolve the issue.

 Chris provided the following contact for residents when they have issues. This contact is the on-site county inspector during the Hunnell project.

  1. On October 29th 2021 KTVZ Interviewed the Huns about their Hunnell Road Efforts. Please see NEWS and this link to the interview and the document given to KTVZ. Heres is the direct link to the full interview aired. Link  Here is a link to a transcript of the interview. Link
  2.  On October 5th the Deschutes County Commissioners approved a resolution to acquire Right of Way on Hunnell Road for Construction of the improvements. Please see News for this resolution and attachments 
  3. A number of presentations to the county were made this summer see a summary in News section for a summary of this activity. 
  4. On March 10th, 2021 Several Members of the HUN organizing committee meet with Chris Doty and Cody Smith at the offices of the Deschutes County Road Department to discuss the current status of the Hunnell road design project. See the News section for this important update. 
  5. There have been several e-mails exchanged with Phil Chang, Deschutes County Commissioner about the Hunnell Road project. See NEWS for this exchange.
  6. On February 13th 2021 Michel Bayard received a response from the Deschutes County Commissioners on direction that the County was taking after consideration of Michel's three in person appearances in November, December and January. Please see the news section for their e-mail response.

Michel and Toby Bayard created the HUNS in 2009 to influence the ODOT project to realign North Highway 97. It was a great success! The HUNS were able to influence this project and in addition gained recognition in both the public sphere and governmental  agencies.

 Our mission is to have input on the Hunnell Rd project as well as future projects that may affect the quality of our neighborhood.

Current Hunnell Road Project

A major road project that will impact Hunnell

The Deschutes County Road Department notified property owners on February 26, 2020 that they were preparing to "improve" Hunnell Road. The project will include constructing and widening Hunnell Road from Loco Road to Tumalo Road. They are currently in the design stage of the project and it is to begin the spring of 2022. They will hold an open house in the fall of 2020 to provide details of the project. According to public records, the estimate for this project and its overall ranking was done in 2012 and was split into two separate projects. Both were ranked high in priority. The first project involves a new road from Loco Road to Rodgers Road. The second was widening and paving from Rodgers Road to Tumalo Road.  It is worth noting that the RFP requesting engineering proposals in August 2019 specifies a 34 ft wide road. You should be aware that is the approximately the same width as Old Bend Redmond Highway. In conversation with Deschutes County Road Department, we learned that it is to be engineered for a 55 mph speed limit.  (This is not necessarily what the posted speed limit will be.) The original estimated costs for these two projects are $880,000 and $2,650,000 respectively. 

The goal of this project as stated in the February letter is to "Upgrade the roadway to meet Deschutes County collector road standards and improve safety, carrying the road department's mission to maintain the quality and improve the experience for all users of the Deschutes County transportation system".   

There is more than just one entity involved with the Hunnell project, there are lots of moving parts

This project seems to be a part of a series of activities we believe are at work.

They include City projects related to the New Urban Growth Boundary, support for the development of Juniper Ridge and various projects to promote growth of Bend in the North.


ODOT has a project called "US Bend North 97 Corridor" which calls for significant changes to Cooley, Robal and the alignment of Highway 97 with the By Pass though Bend..


A development called Cascade Village North is in the works which will include a new Costco and a new Fred Meyer at the corner of Cooley and Hwy 20.


Deschutes county has announced  at least two new roundabouts on Old Bend Redmond at Highway 20  and also one on Old Bend Redmond at Tumalo road (Deschutes Market),


On the page below are several links that explain many of these projects and we invite you dive in and see for your self what we have discovered. 


It is difficult to determine how Hunnell fits in and what are the real metrics driving this project. Is it a road to nowhere? A road to create more mess at Cooley? A second Old Bend Redmond Highway? A rarely used emergency third way to go North or South to Redmond? A way to service 10 driveway exits from homes on highway 97? What ever is driving this project has not been discussed with the HUNS.. BUT in any case we do not want or need a 55 mile per hour infrastructure built in our neighborhood whose primary objective is: 'improve the user experience of the transportation system in the county'

What is the current HUNS position on this project?

At the present time our objectives are to learn more about the high level requirement details and design of the Hunnell project and disclose this information to our members quickly using this website. We are not currently opposed to improvements on Hunnell as long as they support our primary goal noted by Michel Bayard, the HUNS president, 'any road project should  maintain and not degrade the special quality of life in our neighborhood'. 


We intend to make use of automated surveys to understand what our members reactions are to this project and measure its appropriateness for the neighborhood.  


Based on our current research and conversations with the Road Department we are concerned about the size and scale of this project. We are particularly concerned about speed and road and traffic sizing assumptions anticipated in the design of the project. 


Several members of the group have prepared a list of questions to be sent to the county road and planning departments and we are requesting a meeting to be held very soon.

County Transportation System Plan(TSP) adopted in 2012 see pages #144 and #158 (Only places in the 268 pages Hunnell is mentioned). This 7 sentence portion is the only specific justification we found referencing Hunnell. Also there is a list of public meetings pages 133-137. There is no mention of a HUNS meeting. Also on page 92 Table 2.2.T10 is the road design standards for rural roads indicating the pavement width options.
